Victor Naumov is the Managing Partner of Salans' St. Petersburg office and heads the Russian IP/IT/Telecommunications Practice. Victor specialises in the protection of intellectual property and management of intangible assets; the regulation and taxation of activities in the sphere of innovations, information technology and telecommunications; regulation of the use of information resources and systems as well as access to confidential information; regulation of Internet, e-commerce and electronic document management; and computer crimes.

Victor is a member of the Expert Council on Legal Regulation and Protection of Intellectual Property of the Committee for Economic Policy, Entrepreneurship and Tourism of the State Duma of the Russian Federation. In February 2009, Viсtor was appointed a member of the Federal Antimonopoly Service's Advisory Board on Competition in Information Technology. Since 1999, he has consulted on the development of draft legislation on IP, IT, information resources, the Internet, and telemedical services for the Russian Federation and has also assisted in developing model laws for CIS jurisdictions in these areas.

Victor is an associate professor of the St. Petersburg State University and lectures in the Economics and Law Faculties. He has authored more than 120 articles on law and computer science.

In February 2008 Kommersant ranked Victor among “the leading figures in St. Petersburg in his field”, and named him among the top 12 consultants in St. Petersburg in October 2008, and in March 2009 ranked him the #1 most cited expert in St. Petersburg. Legal 500 2010 identifies Victor  as “one of the best consultants in the sphere of information technology” according to clients.  Victor is the exclusive winner of the ILO Client Choice Award 2010 of the information technology category for Russia. This year the guide Best Lawyers listed Victor as the best lawyer in the IT sphere and among 65 recommended corporate lawyers in Russia (the list was published in the Vedomosti newspaper on June 3, 2010). As Chambers Europe 2010 states, Victor is "an impressive force in the world of technology and telecoms."

  • Developing corporate policy and implementing an IP management strategy for a group of Russian and international food manufacturers and retailers
  • Undertaking due diligence of media business, legal tax advice on matters relating to IP assets and acquisition for an international investment fund
  • Drafting outlines and regulatory acts on state support for the IT industry and technoparks for the regional government
  • Providing advice on ordering, procuring and outsourcing IT support in the energy sector for an energy holding company
  • Providing legal and tax support for business development in Russia for a European technology park developer
  • Undertaking due diligence of an IT group, structuring the acquisition of an IT business, advice on IP protection for a Russian investment fund
  • Advising on electronic payments, encryption and use of encrypted data in Russia for a foreign bank
  • Providing advice on IT rights and data protection for an international software developer
  • Litigating to defend business reputation on the Internet of a Russian media company
