Theodore P. Matheny is a partner based in the Paris and Moscow offices of Salans and head of Salans' CIS practice group.  He is also the Chairman of the newly elected GCC. His professional practice focuses on advising major international companies on commercial transactions in Russia and the CIS, including acquisitions, joint ventures and PPP/concession arrangements.

Mr. Matheny has been active advising clients throughout the CIS region for almost 20 years. His practice encompasses negotiating and advising on mergers and acquisitions, licensing of intellectual property, and related tax, securities, competition, labour, foreign exchange and other regulatory matters. He has considerable experience advising clients in the construction sector, including contractual, regulatory, tax, and other matters. Most recently, he has been responsible for infrastructure projects in Moscow/Moscow Region, as well as industrial sector acquisitions in both Moscow and St. Petersburg, and has headed Salans' team advising on the Western High Speed Diameter Motorway Project in St. Petersburg as well as on the Moscow-St. Petersburg M-10 toll road project.
