Lawyers Hendrik Muschal and Carsten Brachmann from Salans' employment law practice in Germany were invited by the Saxony-Anhalt Federal Province Parliament to a session of the Committee of Enquiry "The Formation of Sustainable Personnel Development in the Civil Service of the Federal Province of Saxony-Anhalt" with a focus on the area of "Efficient Organisation".
In the framework of a half-day workshop, with carefully-chosen speakers including Dr. Volker Bonorden, the head of human resources for the Senate of the Free and Hanseatic City of Hamburg, Hendrik Muschal and Carsten Brachmann gave a lecture on 5 February 2010 in the Federal Province Parliament in Magdeburg before the Committee of Enquiry on the topic: Efficient Organisation: "Service Companies" as an Instrument of Personnel Development.
The most important message from the lecture was that, as a result of a consistent combination of concentrating the core administration on specialist tasks and bundling support functions into interdepartmental organisational units in the framework of a personnel concept adapted to the needs of the Federal Province, including departures due to retirement, inter alia a considerable contribution to long-term cost-saving, an increase in efficiency and the mitigation of problems from demographic change in the civil service can be made.
Hendrik Muschal and Carsten Brachmann have many years of experience in the areas of modernisation, reorganisation and restructuring measures in the public sector; they advise public bodies such as public law institutes and ministries on all questions of individual and collective employment law.
