The London and Shanghai offices of international law firm Salans have submitted a report and
acted as special foreign legal adviser to the Shanghai Municipal Commission of Commerce ("SCC") in
their bid to create a legislative framework which fosters the growth of Shanghai to become a
world-leading centre of international trade.
The project, under direct leadership of the SCC, aims at establishing Shanghai as "an
international economic, financial, trade and shipping centre." The SCC seeks to mirror the success
of London, New York, Hong Kong and Singapore as international centres of trade by adopting similar
legal frameworks which serve to underpin their recognition across the world.
Salans was invited to look at London and its legislative framework. A cross-border team
comprising partner Richard Thomas and associate Jonathan Edgelow in London and partner Yanwen Le in
Shanghai submitted a detailed report entitled "Laws and Regulations of the UK Trading System and
Related Regulatory Regime" for the SCC.
An SCC official noted, "[Salans'] comprehensive introduction to the UK's trading system…gives us
a better understanding of the legal system of the UK. I have no doubt that it will have a profound
effect on Shanghai's future development."
Salans' work will continue with the SCC, participating in the new law review process alongside
the other selected foreign law firms.
Salans has been in Shanghai since 2003 and has since tripled in size to be one of the largest
international law firms in the city. With new offices in Beijing and Hong Kong opening in the last
year, Salans is now one of the few international law firms to have offices in three key locations
across the Greater China region.
