On 2 February 2009, the Competition Council sanctioned Adecco, Manpower and VediorBis for having
colluded to limit competition between them for some of their French clients between March 2003 and
November 2004.
In total, 94.4 million Euros of fines was imposed: 42 million Euros for Manpower, 34.2 million
for the Adecco group and 18.2 million for VediorBis. The level of basic fine and the increase for
repetition of anti-competition practices were identical, in relative values, for all of the accused
parties. Adecco, Adia and VediorBis benefited from a reduction in the fine for not contesting the
facts and for submitting significant and onerous commitments.
