    Salans globally has wide experience in the areas of Infrastructure, Private Finance Initiative (PFI) work and Public Private Partnerships (PPP).  Our expertise covers the full range of transport, utility, and social infrastructure projects across multiple jurisdictions. We provide legal advice to bidding consortia/concessionaires, governmental bodies, lenders and accounting firms during the bid and negotiation phases. Our PFI/PPP practice encompasses advising on concession law, tender documentation and procurement processes, land rights, construction and licensing issues, concession and ancillary contracts, as well as concession agreements and financing.

    In Europe our lawyers have assisted authorities in drafting concession regulations and have advised bidding consortia, lenders and public authorities on numerous PPP projects.  Examples are the construction and operation of a high speed rail line (TGV) in France, the drafting of a concession agreement template for the tendering of roads in Spain, and the extension of the Gdansk water and sewage system in Poland.

    In the Russian Federation, our experience in the area of infrastructure and concessions predates the adoption of the most recent Law on Concession in 2005. Since the adoption of this law, we have advised on multiple public infrastructure projects on behalf of various major Western companies involving concession or quasi-concession arrangements.

    In the CIS, our lawyers have advised on multiple utility, water, and transport projects, including a major recent Waste-to-Energy Project in Baku. We have also consulted with the Ministry of Transport of the Republic of Kazakhstan on concession/PPP matters and were engaged recently to provide advice on concession and Build-Operate-Transfer (BOT) legislation in Ukraine.

    Salans lawyers contribute to various publications on PPP legal issues and frequently speak at international conferences on PPP legislation.
